If you mean, have the ground scroll, it is very tedious. I don't do it often. Basically, first you can move everything on screen by holding L (or R) and press the arrows. Of course, there will be a gap on the edge of the screen, so you will need to paste in the missing part.
It is slow work, but I have done it. You may have seen the Mega Man X highway thing that I did. It took a while.
