RE: i didn't draw that, but I can give you an answer: drawing on the DSi is an acquired skill, i personally have the DSi XL so it's a lot easier for me. there are a lot of tricks that you can do to get a good looking drawing despite having such a limited area to work with!
It's recommended you do that when responding to someone's comment so they know you're responding to something they said. You don't have to though!

"RE:" means "reply", it means that the person who posted a comment is responding to a comment posted on one of their flipnotes
